Il coordinatore Pdl Fabrizio Cicchitto spinge per una regolarizzazione della custodia preventiva "che talora viene usata in termini molto estensivi e anche per costringere gli imputati alle confessioni", depenalizzazione dei reati minori ma no all'amnistia, "una via oggi impraticabile". Secondo Cicchitto, "gli ultimi esempi negativi sono quello riguardante da un lato l'onorevole Papa, ristretto in carcere per un evidente fumus persecutionis e proprio per la sua qualità di deputato, e dall'altro il guidatore ubriaco che ieri l'altro ha ucciso tre persone e ne ha ferite altre cinque".

Un maggior ricorso agli arresti domiciliari è la misura suggerita al ministro Palma da un altro sindacato, Ugl Polizia Penitenziaria. "Siamo convinti - afferma il segretario Giuseppe Moretti -, come già evidenziato dal Guardasigilli, che sia più giusto seguire la strada della depenalizzazione dei reati minori, rispetto all'amnistia o all'indulto", ma "bisogna fare presto" e "un maggior ricorso all'istituto degli arresti domiciliari rappresenterebbe una tra le tante soluzioni che potrebbero migliorare la situazione".

there is always the screwball chopping off his feet

but most of the people are "normal enough"
also, another helping measure, posting a bail
if the bail is high enough
most are going to stay
if they run at the worse they left enough to pay the damage
...
but the real progress, where sooner or later is going to have to go
is de-penalization of a bunch of stupid things into administrative at the worse
just collect a fine and send them home
prisons need a minimum level of "spare" capacity
otherwise where are you going to put the thousands
when you have riots ?

continuous amnesties don't help credibility
it is definitively better de-penalization of the irrelevant
to concentrate on the relevant
if there is no damage to anybody
what is the interest of a government to pursue an "alleged" crime ?
are we in the business of wasting taxpayer money ?
