The Death of Paper Money
As they prepare for holiday reading in Tuscany, City bankers are buying up rare copies of an obscure book on the mechanics of Weimar inflation published in 1974.

The crucial passage comes in Chapter 17 entitled "Velocity". Each big inflation -- whether the early 1920s in Germany, or the Korean and Vietnam wars in the US -- starts with a passive expansion of the quantity money. This sits inert for a surprisingly long time. Asset prices may go up, but latent price inflation is disguised. The effect is much like lighter fuel on a camp fire before the match is struck.
People’s willingness to hold money can change suddenly for a "psychological and spontaneous reason" , causing a spike in the velocity of money. It can occur at lightning speed, over a few weeks. The shift invariably catches economists by surprise. They wait too long to drain the excess money.
"Velocity took an almost right-angle turn upward in the summer of 1922," said Mr O Parsson. Reichsbank officials were baffled. They could not fathom why the German people had started to behave differently almost two years after the bank had already boosted the money supply. He contends that public patience snapped abruptly once people lost trust and began to "smell a government rat".
Some might smile at the Bank of England "surprise" at the recent the jump in Brtiish inflation. Across the Atlantic, Fed critics say the rise in the US monetary base from $871bn to $2,024bn in just two years is an incendiary pyre that will ignite as soon as US money velocity returns to normal.

It was no coincidence that in the eastern Mediterranean at the change from OIS5 to OIS4, i.e. just after the Toba YTT event, the Afro-Asian biotic community was abruptly replaced by a palaeoarctic one, including the already cold-adapted Homo neanderthalensis (ref. Estimating how low the number of members of the species Homo sapiens could have been to account for today's human genetic uniformity involves a number of variables that are anything but clear-cut. It has been estimated that only 40 to 600 females (which translates into a total population of less than 3,000 persons; Harpending H.C. et al. 1993) came through the bottleneck. Another estimate arrived at 500 to 3,000 females (ref. Rogers A.R. 1993) and yet another at 1,000 to 4,300 individuals (Ayala F.J. 1996; Takahata N. at al. 1995). The highest estimate so far has 10,000 females of reproductive age as the minimum (ref. Ambrose S.H.. 1998). Even if the highest estimate is accepted, we are talking about the entire human race numbering no more than the population of one small country town today.
Such a small group could not have been widespread but had to live (and survive Toba) in a relatively small area. This was most likely in East Africa (ref. Jones J.S. et al.1986). The hardest hit area then inhabited by Homo sapiens was the Middle East, including probably the Arabian peninsula. It is an open question whether any groups of Homo sapiens could and did survive there. During the long, warm and humid OIS3 period, Homo sapiens had spread into the path of Toba's "kill zone". If there were modern humans in India at the critical moment, they would have had no chance of survival at all. In the Middle East, ash falls and volcanic winter, too, must have come very suddenly and with devastating impact. There was no time to adapt and develop new survival strategies or probably to even just move out of harm's way. It is likely that Homo sapiens groups living in Asia were wiped out (along with their genetic diversity). The further south a group was when overtaken by the darkening sky, the larger its chance of survival. We have seen that the bottleneck could have reduced mankind to as few as 40 females plus their menfolk and children. This would then have represented the entire human population living on planet earth. Surviving stragglers further to the north would not have lived long. Even if there were 10,000 survivors, the severity of the Toba bottleneck was very hard on Homo sapiens. The most likely place for human survivors is along the eastern coast of Africa, possibly on the southern side of the equator . Of all the areas known to have had human or human-like inhabitants at the time of Toba, this was the least affected.

Norway's Experience Shows Compulsory Quotas Work
Many European countries are now looking to emulate Norway's quota for female board members, introduced first in 2004. A new report takes a look at the effects of that legislation six years on and concludes that many of the original arguments against the measure have not been borne out.
When Norway introduced tough new laws back at the beginning of 2004 aimed at increasing the number of women on company boards, the naysayers said it would lead to disaster. Companies would be forced to appoint less-qualified people as board members just because of their gender, and there would be widespread resentment among male colleagues and business owners.
Six years after the introduction of the 40 percent quota, the great debate the law unleashed has died down completely. The quota has been successful and has gained broad acceptance. What is more, the caliber of women on company boards is just as high if not higher than their male counterparts. But this has only been achieved because, after a period of voluntary compliance that yielded few results, the government introduced tough sanctions for companies that failed to implement the quota.
That is the conclusion of a study published earlier this week in Berlin by the Friedrich Ebert Stiftung, a research foundation with links to Germany's Social Democratic Party (SPD). Authors Aagoth Storvik and Mari Teigen, both senior researchers at the Institute for Social Research in Oslo, argue that without both the compulsory quotas and the accompanying sanctions for non-compliance, it would be next to impossible to increase the number of female board members.

'When Is a Life Form Worthy of Life?'
A German court on Tuesday decided to allow pre-implantation genetic diagnostics -- a decision not without its critics.
Many worry that screening embryos pre-implantation, during fertility treatments, opens the door to gender selection and designer babies. But a German court on Tuesday decided to allow the practice. Commentators say that the ruling throws up more questions about genetic selection than answers.

Gli italiani: un popolo o una folla?

Siamo una nazione che da sempre tende all'emotività, agli istinti, all'irrazionalità, alla piazza. Quindi facilmente manipolabile da un capo carismatico che punta al consenso plebiscitario

Si fa un gran discutere sul tema dell'identità. La ricorrenza dei 150 anni dell'Unità d'Italia ha rinfocolato l'argomento, ma esso teneva banco già da un pezzo. Chi erano allora e chi sono oggi gli italiani? È vero - come dicevano D'Annunzio e Mussolini - che sono una razza di navigatori, di guerrieri, di artisti, di santi? O invece - come pensano molti stranieri - di mandolinisti, di mangiatori di maccheroni, di furbi, di mafiosi e di vigliacchi?

C'è tuttavia un punto fermo che distingue in modo radicale l'Io individuale dall'Io di una massa: la struttura psico-fisica d'un individuo poggia principalmente sul suo Dna, mentre una massa non ha alcun Dna che ne presidi l'identità.

L'emotività della folla può esprimere forme di consenso plebiscitario oppure, all'opposto, forme distruttive e criminogene come il linciaggio d'un presunto colpevole e varie forme di giustizia sommaria. Spesso i regimi autoritari poggiano sulle folle, sistematicamente preparate e manipolate. Gli stessi individui che solitamente esprimono giudizi di buonsenso, una volta assembrati in una folla smarriscono spesso quel buonsenso e vengono con facilità assimilati dal senso comune

Gli italiani hanno una forte tendenza a farsi risucchiare dalla folla. Credo che dipenda dallo scarso numero di comunità religiose (che non sono parrocchie ma semmai oratori) e di associazioni laiche. Da questo punto di vista il volontariato e le comunità che lo praticano rappresentano un'alternativa positiva rispetto alla folla pura e semplice.

Il richiamo della folla evocata dal Capo è comunque una delle tendenze costanti della società italiana, restia da sempre a confrontarsi con lo Stato. Quando la massificazione sociale assume i connotati della folla, bisogna esser consapevoli che la democrazia liberal-democratica versa in serio pericolo.
