Single EU patent law good for US giants, bad for small EU firms

Brussels, 4 April 2007 -- EU Commissioner McCreevy today announced his plans for an EU-wide patent law. The Foundation for a Free Information Infrastructure, which represents more than 3,000 small-to-medium IT firms and 8,000 IT professionals, says that this proposal is based on flawed assumptions and will make it easier for large US companies to sue small European IT firms.

FFII President Pieter Hintjens explains, "The EU is following the US down the risky path of a central patent jurisdiction, when this experiment has failed miserably in the US." New studies to be presented at a conference organised by the FFII in Brussels in May, show that in all industries except pharmaceutics, the US patent system has slowed-down, not promoted, innovation.

"The Commission insults the many SMEs who participated in its Patent Consultation by claiming that they are uninformed when they say the patent system does not fit in their business model. Reducing financial burdens on venture capitalists, like in the US, would be much more fruitful than proposing to throw even more money at 'reeducating' companies to agree with the Commission's patent obsession," he added.

The Commission explains its patent fixation by noting that there is a strong correlation between its innovation indicators and patenting activity. Since these indicators are however partially based on patenting activity, the absence of such correlation would be most peculiar. "There are also some positive notes. The Commission insists on independent judges, and recognises that the the patent system as it stands today is largely unsuited for SMEs. But its focus on patent litigation costs is like putting lipstick on a pig. Unless the quality problems in the European Patent Office's functioning are addressed, cheaper litigation will only make matters worse", Hintjens said.

He concluded, "Cheaper litigation by itself would merely result in a US-like litigation explosion, which is devastating for small companies. This is a high-risk experiment jeopardising the European software sector, which depends on SMEs. It's a mistake to launch this, without proper study, just as the EU economy is starting to beat the US economy."

If, as seems likely, they were in turbulent weather, they would have had their hands full, and they may possibly have over-controlled in just the way that the American Airlines pilot did in 2001.

This is pure -- and premature -- speculation. But it is not speculative to observe that some vertical fins are weaker than they should be, and that this is because of the regulations that govern how airplanes are built. The FAA, together with its international counterparts, should amend certification requirements for future aircraft to restore to the maneuvering speed the safety status that pilots always believed it had. The rules that govern the structural integrity of airliners should not include asterisks.

Silvio Berlusconi’s business empire faces leaner times

WHEN Silvio Berlusconi, Italy’s prime minister, bought AC Milan, the football team he had supported as a boy, in 1986, it seemed a dream come true. But the team, for many years a force in European football, has had a disappointing run of late, failing to qualify for the 2008-09 Champions League of Europe’s leading clubs and finishing the season far behind the winner of Italy’s Serie A league.

Expensive but successful football clubs are one matter; costly also-rans, another. Last year AC Milan’s losses shot to €68m ($100m) from €32m in 2007, and Fininvest, the Berlusconi family’s holding company, which owns the club, has had to deny reports that it is selling its stake.

Scam of Indian student developing technology to store 450 GB of data on a sheet of paper

Today I saw for the second time story coming up in Digg about this Indian student who developed and demonstrated a technology to store 450 GB of data on a sheet of paper. This story was first reported by Arab News and later other media outlets started quoting them.
This shows how technically illiterate the news reporters are.. The idea of storing something in paper is good, but trusting someone blindly when they say they are showing a movie from a piece of paper is absolutely naive.
For people who still believes such stories, please try to find answers for these fundamental questions.

la corruzione frena lo sviluppo

Il fenomeno della corruzione all’interno della Pubblica Amministrazione «è talmente rilevante e gravido di conseguenze» da poter impattare per oltre 60 miliardi di euro l’anno. Si tratta di una vera e propria «tassa immorale e occulta» pagata i soldi rilevati dalle tasche dei cittadini. Lo afferma il procuratore generale della Corte dei Conti, Furio Pasqualucci, nel giudizio sul rendiconto generale dello Stato per l’esercizio 2008. Secondo il procuratore è più che ragionevole temere che il suo impatto sociale «possa incidere sullo sviluppo economico del paese anche oltre la stima effettuata dal Saet (Servizio anticorruzione del ministero della P.A.) nella misura prossima a 50-60 miliardi di euro all’anno». Maggiori conseguenze, inoltre, secondo il procuratore vengono prodotte «dalla corruzione serpeggiante nella P.A. sul piano della sua immagine, della moralità e della fiducia che costituiscono un ulteriore costoso non monetizzabile per la collettività che rischia di ostacolare gli investimenti esteri, di distruggere la fiducia nelle istituzioni e di togliere la speranza nel futuro alle generazioni di giovani, di cittadini ed imprese».

SIOUX FALLS, S.D. – Far below the Black Hills of South Dakota, crews are building the world's deepest underground science lab at a depth equivalent to more than six Empire State buildings — a place uniquely suited to scientists' quest for mysterious particles known as dark matter.

Scientists, politicians and other officials gathered Monday for a groundbreaking of sorts at a lab 4,850 foot below the surface of an old gold mine that was once the site of Nobel Prize-winning physics research.

The site is ideal for experiments because its location is largely shielded from cosmic rays that could interfere with efforts to prove the existence of dark matter, which is thought to make up nearly a quarter of the mass of the universe.

The deepest reaches of the mine plunge to 8,000 feet below the surface. Some early geology and hydrology experiments are already under way at 4,850 feet. Researchers also hope to build two deeper labs that are still awaiting funding from Congress.

Job applicants with the city of Bozeman are finding that their private Internet discussions and pictures may not be so private after all.

The city is asking job seekers for the user names and passwords to Internet social networking or Web groups to which they belong. The decision is sparking an outcry from those who say the policy goes way too far.

The issue has spawned hundreds of comments on Web forums and sharp criticism from legislators and the ACLU.

"I liken it to them saying they want to look at your love letters and your family photos," said Amy Cannata, with the American Civil Liberties Union of Montana. "I think this policy certainly crosses the privacy line."

The city argues that it only uses the information to verify application information — and says it won't hold it against anyone for refusing to provide it. City officials say such checks can be useful, especially when hiring police officers and others in a position of public trust.

Bozeman officials have been hammered with e-mails and phone calls ever since KBZK-TV of Bozeman reported the policy on Wednesday, including an excerpt from the city application form that states "Please list any and all current personal or business Web sites, web pages or memberships on any Internet-based chat rooms, social clubs or forums, to include, but not limited to: Facebook, Google, Yahoo, YouTube.com, MySpace, etc."

Solo riuscendo a dimostrare di essere in grado di tenere a bada la propria avidità di denaro ex manager e bancari di Wall Street riusciranno a entrare nel team dei 20 mila 007 agli ordini di Leon Panetta, il mastino clintoniano voluto da Barack Obama alla guida dell’Agency. «Dovranno dimostrarci di aver cambiato i loro desideri e di amare più la nazione che il danaro» riassume Patrick, facendo capire che questa rinascita personale dovrà essere molto convincente per essere considerata credibile. Ciò non toglie comunque che i dollari messi sul piatto dalla Cia non sono pochi: oltre agli stipendi infatti c’è la promessa di «generosi benefits», un’espressione spesso ricorrente proprio a Wall Street per suggerire premi a molti zeri in cambio di successi sul campo.

In this upside-down world where Windows and Mac are minority operating systems, Linux evangelists would be hard-pressed to find anyone left to convert. The free operating system built by the people for the people has been embraced foremost by film studios.

Dal governatore di Bankitalia, invece, arriva l'invito ad iniziare a progettare le strategie per uscire dalla crisi. Draghi è intervenuto oggi a Berlino: «Anche se i tempi non sono ancora maturi per l’immediata attuazione di tali strategie di uscita -ha affermato- lo sono per cominciare a progettarle e per riflettere sulle condizioni necessarie alla loro attuazione. Si tratta -ha precisato il governatore- di una strategia fondata su tre pilastri. Una risposta strutturale e regolamentare che mira a ricostruire un sistema finanziario più robusto e meno soggetto al rischio sistemico, sul quale mi soffermerò tra breve. Il secondo pilastro è costituito dalle varie politiche, a livello macro e micro, che i governi nazionali hanno intrapreso per far fronte alle diverse emergenze. Dovremmo anche considerare le numerose azioni intraprese dai governi a sostegno degli istituti in difficoltà, dalle ricapitalizzazioni alle garanzie, alle "bad banks" ecc».

"In November 1978, President Carter named the Bilderberg group's George Ball, another member of the Trilateral Commission, to head a special White House Iran task force under the National Security Council's Brzezinski. Ball recommended that Washington drop support for the Shah of Iran and support the fundamentalistic Islamic opposition of Ayatollah Khomeini. Robert Bowie from the CIA was one of the lead 'case officers' in the new CIA-led coup against the man their covert actions had placed into power 25 years earlier.

Their scheme was based on a detailed study of the phenomenon of Islamic fundamentalism, as presented by British Islamic expert, Dr. Bernard Lewis, then on assignment at Princeton University in the United States. Lewis's scheme, which was unveiled at the May 1979 Bilderberg meeting in Austria, endorsed the radical Muslim Brotherhood movement behind Khomeini, in order to promote balkanization of the entire Muslim Near East along tribal and religious lines. Lewis argued that the West should encourage autonomous groups such as the Kurds, Armenians, Lebanese Maronites, Ethiopian Copts, Azerbaijani Turks, and so forth. The chaos would spread in what he termed an 'Arc of Crisis,' which would spill over into Muslim regions of the Soviet Union.

The coup against the Shah, like that against Mossadegh in 1953, was run by British and American intelligence, with the bombastic American, Brzezinski, taking public 'credit' for getting rid of the 'corrupt' Shah, while the British characteristically remained safely in the background.

During 1978, negotiations were under way between the Shah's government and British Petroleum for renewal of the 25-year old extraction agreement. By October 1978, the talks had collapsed over a British 'offer' which demanded exclusive rights to Iran's future oil output, while refusing to guarantee purchase of the oil. With their dependence on British-controlled export apparently at an end, Iran appeared on the verge of independence in its oil sales policy for the first time since 1953, with eager prospective buyers in Germany, France, Japan and elsewhere. In its lead editorial that September, Iran's Kayhan International stated:


In retrospect, the 25-year partnership with the [British Petroleum] consortium and the 50-year relationship with British Petroleum which preceded it, have not been satisfactory ones for Iran … Looking to the future, NIOC [National Iranian Oil Company] should plan to handle all operations by itself.

The Russian troops were stationed in South Ossetia as a result of a 1992 agreement, binding under international law, between Russia and Georgia. Georgia's attack, Luchterhandt argues, constitutes a breach of this agreement, thereby giving Russia the right to intervene. Nevertheless, he writes, the Kremlin, with its overwhelming intervention in western Georgia, can be accused of "violating the principle of proportionality."

The experts found no evidence to support claims by the Georgian president, which he also mentioned in an interview with SPIEGEL, that a Russian column of 150 tanks had advanced into South Ossetia on the evening of Aug. 7. According to the commission's findings, the Russian army didn't enter South Ossetia until August 8.

CLEBURNE, Texas – The earth moved here on June 2. It was the first recorded earthquake in this Texas town's 140-year history — but not the last. There have been four small earthquakes since, none with a magnitude greater than 2.8. The most recent ones came Tuesday night, just as the City Council was meeting in an emergency session to discuss what to do about the ground moving.

The council's solution was to hire a geology consultant to try to answer the question on everyone's mind: Is natural gas drilling — which began in earnest here in 2001 and has brought great prosperity to Cleburne and other towns across North Texas — causing the quakes?

Another formal study by the Open Network Initiative into the risks posed by the software is expected soon. However, many people in China who have been forced to use the software are already reporting other problems.

For example, the system reportedly blocks legitimate as well as banned content. For example, it designed to identify the proportion of skin colour in a picture to determine whether it is pornography.

But comments on a bulletin board run by the software company that designed the system, suggest the system does not work perfectly.

PASADENA, CALIF. (June 8) — The most massive black hole yet weighed lurks at the heart of the relatively nearby giant galaxy M87.
The supermassive black hole is two to three times heftier than previously thought, a new model showed, weighing in at a whopping 6.4 billion times the mass of the sun. The new measure suggests that other black holes in nearby large galaxies could also be much heftier than current measurements suggest, and it could help astronomers solve a longstanding puzzle about galaxy development.

The misnamed "Group of Twenty" (G20) meets in London on 2 April 2009 to discuss how to save the global financial system. It is too late. The evidence is in: we don't have the resources to save this system - even if we wanted to. It has become too big to save: the value of global financial assets is several times the size of global gross national product (GDP). The real challenge is not to save this system but to definancialise our economies, as a prelude to move beyond the current model of capitalism. Why should the value of financial assets stay at almost four times the overall GDP of the European Union, and even more of the United States. What do everyday citizens - or the planet - gain from such excess?
