Ted Turner's one-child bomb

Mr. Turner put forward the novel-- nay Swiftian-- notion of tradeable rights in child bearing. Presumably, an individual in a developed country would have to purchase the right to inflict "population pollution" on the globe by buying it from somebody in a poor country. This latter party would either promise not to procreate, or perhaps be sterilized just to make sure. Previously, Mr. Turner, who has five children and owns two million acres of land on which he raises bison, has recommended tax penalties for those having more than one child.

Two years ago, Mr. Turner gave an interview to Charlie Rose in which he claimed that global, wartime-style mobilization was necessary to change the energy system. Otherwise, he said, we were facing temperature increases of ten degrees in 30 or 40 years. "And basically none of the crops will grow. Most of the people will have died, and the rest of us will be cannibals." The bright side of draconian action was that "It's going to be the biggest business project in the history of world. Fortunes, billions of dollars are going to be made." (Another of Mr. Turner's soulmates is Al Gore).

All we know, writes Mr. Ridley, is that "countries lower their birth rates as they grow healthier, wealthier, better educated, more urbanised and more emancipated."
He notes, however, that "It is somewhat distasteful to the intelligentsia to accept that consumption and commerce could be the friend of population control." Ironically, many economists are now more concerned with imploding than exploding populations, and governments are desperate at the prospect of running out of suckers to feed their unsustainable vote-buying Ponzi welfare schemes.
