"It is necessary only to lay a formal complaint before (a) the European Commission in Bruxelles and (b) deposit a class action before the European Court of Justice (that's the EU court in Luxembourg, not the Court of Human Rights in Strasbourg). However for good measure it would be good politics to register a case with the Court of Human Rights too."
