I governi tecnici sanno solo aumentare le tasse

Il primo fu il più disastroso. Venne affidato a Giuliano Amato che non era un tecnico ma un politico, come politici erano l’alleanza

La Banca d’Italia di Ciampi, su impulso di Amato, spese migliaia di miliardi per difendere inutilmente il cambio. Gli affaristi si arricchirono e un paio di mesi dopo la lira svalutò del trenta per cento. Ci ritrovammo in braghe di tela.

-a Nobel prize
-no prior significant political, religious or banking experience

to qualify as a generic minister in a technocratic government you need:
-prior successful management experience in a business/sector not bankrupt, and recognized at international level
-theoretical knowledge of the specific economic sector of the assigned ministry
-no prior significant political, religious or banking experience

to qualify as a justice, defense, health and agriculture minister in a technocratic government you need:
-to be a recognized international authority in the "specific" ministry field
-no prior significant political, religious or banking experience
...
obviously prior significant political, religious or banking experience is a "dis-qualifier"

There are plenty of people that meet the above requirements, not really sure if they want to risk compromise their integrity in the gray world of modern day politics, but at the worse, in state of emergency the President is the supreme commander of the military, and the everyday nation polemics and inertia can be kept in line in military tribunals, if worse comes to worse.

Here, right from the top of my head, three names, Rubia for prime minister, Montalcini at the Health or Agriculture Ministry, Fo' at the tourism and arts, too bad Modigliani died, he would have been the right one for Economics, maybe Riccardo Giacconi and Mario Capecchi, at the Instruction and Research and Health, Environment and Youth, if they care to spend a legislation in Italy.

More for you, Montezemolo at the Economic Development and Economy and Finance, Rocco Petrone would have been the right guy for the Defense, too bad he died as well, but possibly Mario Arpino can do both for the Defense and the Interiors. Find the other ones and you have a technocratic government.
